"No NRC, No Census" chorus grows louder

IMPHAL, Mar 31: The Civil Society Organisations Kangleipak's mass move-ment against the Govern- ment's scheduled census exercise has gained momentum with the public of Oinam in Bishnupur joining the chorus, "No NRC, No Census".
Any census related exercises must be deferred until the National Register of Citizens (NRC) is updated in Manipur, a public meeting at Oinam Public Hall, Bishnupur resolved yesterday.
The Civil Society Organisations Kangleipak, a conglomerate of 14 CSOs, has been holding public meetings across districts to assert the popular demand to the Government to postpone census exercises until NRC is updated in Manipur.
In a statement released to the media, the CSOs Kangleipak said the State Home Department publishing a Gazette notification recently to conduct house listing exercise from September 1 to 30 in Manipur, reflects the Government's insensitiveness and wilful ignorance of the aspirations of the people.
India's 16th Census (2027) is scheduled to be conducted in two main phases, starting with House Listing and Housing Census this year (September for Manipur), and Population Enumeration phase in February 2027, which will also include caste enumeration.
The State Home Department had issued a gazette notification on March 22 to conduct house listing exercise from September 1 to 30.
By publishing the gazette notification to conduct house listing exercise, the Government has disrespec-ted and ignored the public demand to postpone the census until NRC is updated, said the CSOs Kangleipak.
An NRC update is highly necessary and a must exercise to identify illegal immigrants settling in Manipur. Conducting the census without updating the NRC first would legitimise illegal immigrants as citizens, it asserted.
A census without an NRC first is simply against the interest of the State and its indigenous population, and it would compound the impacts of illegal immigration the State is facing, added the CSOs Kangleipak.
The State and the Central Government must take into consideration the legitimate interests of the genuine citizens of Manipur, and postpone the census until the National Register of Citizens (NRC) is updated for Manipur, it asserted.
The CSOs, Kangleipak is a conglomerate of IPSA, PANDM, ACOAM Lup, IPAK, KSA, LOYA Lup, KANGLAMEI, KIL, CLK, ERDO, AKSIL, ANDOK, MIKL and SWA. The public meeting at Oinam Community Hall in Bishnupur yesterday was held under the banner "No NRC Update, No Census".
It was jointly organised by the Oinam Meira Paibi Apunba Lup and All Clubs of Oinam, and CSOs Kangleipak.
