Indian State responsible for the barbarous murder: PAPPM

IMPHAL, Jun 13: The People’s Alliance for Peace and Progress, Manipur (PAPPM) has categorically stated that the Indian State is responsible for the brutal and murderous murder of six indigenous Liangmai Naga persons from Koubru range.
Six indigenous residents of Koubru range namely; Kenpibou Chawang, Manu Thiumai, Phenrongwibo Thiumai, Dilip Thiumai, Kaliwangbou Abonmai and Ch Phenrilung were abducted on May 13, 2026 by armed Kuki militants belonging to the Kuki National Front (President) (KNF-P), a group operating under the SoO agreement of the Indian State.
Their brutally mutilated and dismembered bodies were recovered on June 10, 2026 near Leilon Vaiphei village in Kangpokpi district.
The brutal and barbarous nature of the killing reveals the true character of the SoO-protected armed groups, the PAPPM asserted in a statement.
 When an armed group funded, housed, and legitimised by the Indian State can dismember six innocent men on their own ancestral land and leave their mutilated bodies in the forest for days, the Indian State ceases to be a protector of its citizens. It becomes an accomplice to barbarism, the alliance asserted.
It also asserted that the Indian State cannot claim neutrality or distance itself from the brutal and barbarous actions of a group it funds, houses, and protects.
Saying that the SoO regime of the Indian State has failed to protect indigenous life and has instead enabled brutal and barbarous violence against native inhabitants, the PAPPM has demanded immediate abrogation of the SoO agreement with all Kuki militant groups.
The alliance has also demanded removal of Deputy Chief Minister Nemcha Kipgen from office.
Her matrimonial link to KNF-P leader Semtinthang Kipgen constitutes an intolerable conflict of interest in the wake of brutal and barbarous mass murder committed by that group.
Notably, Nemcha Kipgen’s husband Semtinthang alias Thangboi Kipgen is the leader of KNF-P.
It has also demanded the Indian State to declare KNF-P as a terrorist organisation.
The alliance has also been demanding a time-bound, transparent and impartial investigation under judicial oversight; compensation of Rs one crore each to each bereaved family from the Indian State; immediate deployment of Central forces, excluding the Assam Rifles to protect indigenous villages in the Koubru range, and a public acknowledgement by the highest authority of the Indian State that the SoO framework enabled the brutal and barbarous murder of six indigenous Liangmai men by KNF-P militants.
Whereas Nemcha Kipgen’s husband is the leader of KNF-P,  she holds the office of Deputy Chief Minister under the authority of the Indian Constitution and the Indian State.
The Indian State has taken no action to remove her, investigate her, or even publicly acknowledge this conflict of interest, the PAPPM said.
It asserted that this constitutes institutionalised impunity at the highest levels, for which the Indian State is solely responsible.
The wife of the militant leader sits in the Council of Ministers while six indigenous men have been murdered and dismembered in the most barbarous manner by  her husband's armed cadres, it added.
