DA/DR hiked to 45 percent

IMPHAL, Jul 15: The State Government has hiked the Dearness Allowance/Dearness Relief of its employees/pensioners/family pensioners from 42 per cent to 45 per cent of the basic pay/basic pension with effect from July 1, 2026.
Chief Secretary Dr Puneet Kumar Goel issued an office memorandum to this effect on July 14, 2026.
The Dearness Allowance will continue to be a distinct element of remuneration and will not be treated as pay within the ambit of FR 9 (21), mentioned the memorandum.
However, the All India State Government Employees’ Confederation (AISGEC), Manipur State Unit has asserted that the 3 per cent hike in DA/DR is inadequate in view of the price index.
It pointed out that Manipur is at the top of inflation rate in the country.
Endorsing the demands of the Manipur Government Services’ Federation (MGSF) and the Manipur State  Pensioners’ Union, AISGEC, Manipur Unit has asserted that raising the retirement age to 62 years from 60 is justifiable as the upper age limit for recruitment had been raised.  
It added that reverting to the Old Pension System (OPS) from NPS or UPS for the State Government employees is necessary for the sake of social justice.
